In total, 33,058 participants from 192 countries took part in the Forum, including the following

- 9 princes, presidents and prime ministers and 3 Secretary / Director Generals of Intergovernmental Organizations met for the Heads of State Summit
- 84 Ministers and 19 Undersecretaries
- 250 parliamentarians
- 200 local authorities including 59 Mayors
- 14 high level representatives from Intergovernmental Organizations
- 135 children from 21 countries gathered for the 3rd Children's World Water Forum
- More than 200 young people attended the Youth World Water Forum
- The Forum was followed by 1,027 accredited journalists
- 2671 Water Fair visitors and 6269 Water Expo visitors

 
HEADS OF STATE

Istanbul Declaration of Heads of States on Water
On March 16th, 2009, the first day of the 5th World Water Forum, 12 Heads of States / Government and Secretary / Director Generals of Intergovernmental Organizations took part in a mini summit that concluded with the "Istanbul Declaration of Heads of States on Water" The countries/organizations represented were Tajikistan, Monaco, The Netherlands, Morocco, Korea, Kyrgyzstan, Japan, Iraq, Tuvalu, OECD, UN and UNESCO.

 
MINISTERIAL PROCESS
Ministerial Statement and Istanbul Water Guide
168 ministerial delegates from around the world took part in the Ministerial Conference, which, through a negotiated multi-stakeholder process, resulted in a Ministerial Statement and the Istanbul Water Guide, a list of 140 recommendations for concrete action to be implemented to improve water security and water management at all levels. To prepare this list of recommendations, a synthesis of about 30 international declarations was prepared and extensively discussed with representatives of more than 100 governments, international organisations and major group representatives. 8 Ministerial Roundtables were also organized on this occasion in order to share experience and exchange knowledge.
 
LOCAL AND REGIONAL AUTHORITIES
Istanbul Water Consensus
The Istanbul Water Consensus (IWC) was the main outcome of the Local and Regional Authorities' political process. By signing the IWC, participating cities commit to prepare action plans to analyse water-related challenges and implement strategies to cope with them, to set up a series of indicators and to report on the progress at the next World Water Forum. 250 Local and Regional Authorities from 43 countries were represented in Istanbul and 58 of them have already signed the IWC. Ten big cities like Vienna, Lausanne, Incheon, Paris and Buenos Aires have even committed to become "champion cities" of the IWC and will build on the momentum and coordinate the work carried out for specific subjects.
 
PARLIAMENTARIANS
Parliamentarians for Water
The 250 parliamentarians attending the Forum agreed that water needs to be higher on their agenda and that they need to exchange lessons and resources to play their important role more efficiently. They especially shared lessons on how their work of preparing and evaluating water-related policies, controlling national budgets and ratifying international conventions related to water could be improved. The most concrete output of the process is the creation of a parliamentarians helpdesk, which is intended to facilitate the sharing of experiences and of legal resources between them.
 
LEARNING CENTRE
Practical "how to" tools for Forum participants
The Learning Centre provided small scale but large impact alternatives for participants to gain practical expertise and new capabilities to deal with water challenges. 35 course conveners shared their expertise during the Forum week through various methods of "how to" instruction, to enable over 560 participants from 420 organizations representing 30 different countries to gain new skills. Courses on topics such as Household Water Treatment, Dam Safety, Gender and Empowerment, Water Infrastructure Finance, Water Resource Education, the use of Qanants for Sustainable Irrigation, and Water's Intrinsic Nature, among many others, provided the means to solve a range of water issues at a practical level, resulting in actionable capacity development at the ground level. The Center for Affordable Water and Sanitation Technology (CAWST) one of the Learning Centre conveners, said it best - "Lead with the training - knowledge motivates action." THEMATIC PROCESS
Providing solutions to mankind's greatest water-related problems
Following its two-year thematic preparatory process, the 5th World Water Forum highlighted a wide range of water-related issues through over 100 sessions during the Forum week, organized under six themes and 23 topics. Sessions discussed possible solutions to some of the most important challenges facing mankind in the 21st century, which represent a wealth of information and data on current and future water-related issues. REGIONAL PROCESS


Presenting regional priorities at the global scale

Seven regional sessions took place from March 17th to 19th, highlighting a broad range of region-specific issues. The regional discussions emphasized the need to enhance transboundary cooperation on water resources management, and to build the adaptive capacities of institutions in each region to manage emerging challenges, particularly those related to climate change. The regional processes also mobilised local actors who defined the priority issues of their regions and prepared a specific report which was presented in a dedicated session. The 7 regions for the 5th World Water Forum were: Africa, Americas, Asia-Pacific, Europe, MENA/Arab countries, Mediterranean and In/Around Turkey. Please click here to view the regional documents.

SIDE EVENTS


An alternative to the official sessions
With over 100 side events organized at the 5th World Water Forum by NGOs, governments and private companies from 33 countries and all continents, side events were successful in terms of the number and diversity of subjects and organizations represented. Side events acted as platforms for organizations to present their projects and activities, open up discussions and network with other groups. By addressing and raising awareness on global water problems, they made an invaluable contribution to the Forum by covering issues that were not fully covered during the official sessions. Subjects were diverse, from gender issues to climate change, water governance to the right to water, and desalination to water security. Mostly carried out as presentations, debates and workshops, the lively and interactive discussions also enriched the Forum through a number of book launches, special ceremonies, documentary screenings, cocktails and receptions. WATER PRIZES

Rewarding water-related excellence to raise awareness
Four water prizes were awarded on the occasion of the Forum, with different scopes, criteria and prize money, but each recompensing water-related excellence. The following people/organizations were rewarded for their work in identifying and implementing different solutions to water issues

The Turkish Prime Minister's Water Prize: Representing AquaMedia International, Alison Bartle won the Prize for international press. Turkish press prizes went to: Özgür Çoban (Anadolu Ajansı); Özgür Yılmaz (Haber 24); Gürhan Savgı (Zaman Daily Newspaper), and an initiative of the channel NTV Yeşil Ekran.

The King Hassan II Great World Water Prize: Dr. Abdulatif Yousef Al-Hamad, President and Director General of the Arab Fund for Economic and Social Development.

Compromiso Mexico" Water Prize: First prize went to Guangzhou Province, China. Second place was Leon, Guanajuato, Mexico and the third was Lima, Peru.

The Kyoto World Water Grand Prize: Watershed Organisation Trust (WOTR), Maharashtra State, India.
